演講者簡介：
Dr. Tsao received his Bachelor and MS degrees in Environmental Engineering at National Cheng Kung University. He also awarded the Erasmus Mundus Joint Master Scholarship to study environmental policy and management in Hungary, Greece, UK, and Sweden. He further pursued his PhD in environmental/energy system engineering and economics at University of California- Merced and worked as postdoctoral scholar at the University of California- Berkeley.

In 2012, Dr. Tsao attended UNFCCC COP 18 in Doha, and served as a technical lead of ITRI in Taiwanese Delegation. In 2014, Dr. Tsao started another chapter of his career in U.S. that he actively participated in the development of climate and energy policies as a postdoctoral scholar and staff of public agencies in California. He’s led the development of an integrated system framework for scenario analysis in CARB and supported critical impact analyses of climate policies such as Building Decarbonization, Advanced Clean Car, Low-Caron Fuel Standard (LCFS), and the Cap-and-Trade program (C&T). Now he also served as a coordinator engaging interagency workforces including California Energy Commission (CEC) and Public Utility Commission (CPUC) regarding the life-cycle emissions and building decarbonization.
